AUTUMN 2025 PLANNING UPDATE

2nd October 2025

PLANNING UPDATE – OCTOBER 2025

While there has been some respite from major planning applications in Weybridge, there are still a significant number of smaller applications which require attention as listed below. In addition, your Committee continues to liaise with Elmbridge’s planners and local Councillors on planning related matters as we strive to maintain and enhance the character of our town.

THE ELMBRIDGE LOCAL PLAN – No further information on progress, other than that the evidence base is being updated and that potential changes to the planning system which the government consulted on earlier this year are still awaited.  In the meantime, we rely on the principles laid out in the Design Code to protect the character of Weybridge. We are assured that the community will be involved in formulating the new Local Plan but at present have no information as to the scope of that involvement.

PLANNING APPLICATIONS

RU.24/1257 INDUSTRIAL UNITS – WEYBRIDGE BUSINESS PARK
Following refusal of this application to relax the condition limiting the hours of operation to the ‘normal industrial hours’ of 7.00am – 9.00pm, the applicant, Bridge UK Properties, lodged an appeal (APP/Q3630/W/25/3366700) the outcome of which is still awaited. Update late October: The appeal was allowed; however there is a condition that no company can occupy more than 4 of the 11 units.

DEVELOPMENTS AROUND BROOKLANDS

2022/1272 ABBEY HOUSE, WELLINGTON WAY and 2023/3294 JTI BUILDING, MEMBERS HILL – There is still little evidence of work commencing on either of these sites.

LEOS – BROOKLANDS ROAD – 2023/3248; 2023/3249 and 2023/3232 – The ongoing situation with regard to the continuing parking of unsightly Amazon vans seems unlikely to be resolved until the outcome of the application for a multi-storey ‘Vehicle Charging Hub’ (2024/2554 8 Sopwith Drive) is determined.  Although submitted in September 2024, the date for receipt of comments was extended until September 2025 presumably due to delayed responses from Consultees.

OTHER APPLICATIONS OF INTEREST:

2025/0238 75 OATLANDS DRIVE – An application to demolish this detached house on the corner of Oatlands Drive and Beverley Close and replace it with a terrace of three 2-storey houses with rooms in the roof gained consent in July 2025.

2025/1950 75 OATLANDS DRIVE – A ‘Deed of Variation’ application seeking removal of the requirement for a financial contribution towards affordable housing associated with application 2023/1784 (two pairs of semi-detached houses constructed in rear garden of 75 Oatlands Drive) was recently refused.

2024/2864 CONSORT HOUSE, PRINCES ROAD – Consent for a 70-bedroom care home was confirmed in a decision notice dated 29th July 2025.

2024/2819 HEATHDENE, 21 HEATH ROAD – An ‘officer delegated’ decision to refuse this application to replace the existing 8 flats with 34 flats will be welcomed by the many residents of both Curzon Road and Heath Road who submitted letters of objection.  One of the reasons for refusal is that the scale, bulk, mass and layout of the proposed scheme was unacceptable and would result in harm to the local character and street scenes.  The lack of provision of affordable homes was another reason.

2024/3065 WEYBRIDGE HEALTH CENTRE, 22 CHURCH STREET – The long-awaited application for the replacement Health Centre was discussed at a Planning Committee Meeting held on 15th July 25 with a decision to permit.  However, the decision is subject to a 106 Agreement, a legal agreement between a planning authority and a developer that ensures that certain extra works related to a development are undertaken.  The consented decision is therefore not yet published on EBC’s website.

2025/0588 WEYBRIDGE HALL, CHURCH STREET – This ‘change of use application’ to enable the Equippers Church to hold religious gatherings was permitted at the June Planning Meeting. While Weybridge Society welcomes the input of funds promised by Equippers Church to revitalise this building, we raised concerns related to future community use as well as the zero-parking provision.

2025/0385 CAR PARK, THAMES STREET – ADJACENT TO WEYBRIDGE LADIES ROWING CLUB – There were many objections from the local community against this proposal to provide a ‘take away’ food outlet on the small car park beside the river.  Fortunately, in May 2025, the application was withdrawn.

2025/0896 – WEYBRIDGE BOWLING CLUB, 19 SPRINGFIELD LANE – Following refusal of this ‘outline’ application for a detached 3-storey 44-bedroom ‘care home’ the applicant has appealed the decision, with the outcome now in the hands of the Planning Inspector.  We assume the Inspector will visit the site and will hopefully dismiss the appeal, one reason being due to the restricted access along a busy public footpath.

2025/1214 – WEYBRIDGE BOWLING CLUB, 19
SPRINGFIELD LANE – a further ‘outline’ application, in this case the proposal is to create three terraces providing a total of 9 ‘self-build’ houses.  This was also refused by Elmbridge due in part to access problems and the impact on all users of the narrow roadway, which offers no protection for pedestrians.  The applicant has now appealed the decision.

The following applications highlight a trend we are seeing in the town centre, where offices located above shops are being converted to flats and also extended behind the shops to create further flats.  In addition to those grouped below, we are expecting a significant application to convert the former Elmbridge Arms at 2 High Street into two retail units on the High Street with a mews style terrace of flats to the rear.

2024/3050 HOLMES HOUSE, 24-30 BAKER STREET – Four recent applications have been refused due to Daylight/Sunlight issues including 2025/1102 which the applicant is challenging via an Appeal.

2025/1081 HOLMES HOUSE, 24 – 30 BAKER STREET – Approved (amended fenestration plus Juliet balconies).
2025/1893 REAR OF HOLMES HOUSE, 24-30 BAKER STREET – An application for a modern 4-storey building in the rear section of the existing car park to create 5 flats.  The vehicular access to the proposed development is via Diggers Lane (adjacent to Starbucks).

MARINE HOUSE 18 – 20 BAKER STREET (next to Holmes House) – in each of the following applications, the Spanish ‘Tapas’ restaurant ‘Los Hermanos’ is retained.

2025/1118 18 – 20 BAKER STREET (MARINE HOUSE) – Prior Approval granted for two 4-bedroom flats – one on each of 1st and 2nd floors.

2025/1422 18-20 BAKER STREET (MARINE HOUSE)  – Prior Approval application to add a further storey to create 4 studio flats was refused due to daylight/sunlight issues as well its adverse impact on the property at 16A Baker Street.  The Society’s letter of objection included photographs illustrating how the proposed ‘boxy’ additional storey would be detrimental to the street scene.

and 2025/1907 18-20 BAKER STREET (MARINE HOUSE) – Prior approval application for change of use to up to 2 flats was recently refused due to failure to comply with the criteria for flats of ‘Multiple Occupancy’ identified on the submitted floor layouts as 10 flats, five on each floor with a communal kitchen serving each floor.

2025/0817 VALIANT HOUSE, 10 CHURCH STREET – This application for 1st and 2nd floor extensions at the rear of the retail units ‘And So To Bed’ and ‘Neptune’ to provide 6 flats was refused by Elmbridge on several grounds including loss of daylight/sunlight to neighbours, insufficient daylight for future residents and lack of on-site parking.

2025/1479 NICHOLSON HOUSE, 41 THAMES STREET – A ‘Prior Approval’ application for change of use from Commercial to Residential to create 24 flats was refused due in part to lack of sunlight issues and the site access being across 3rd party land.

2025/2206 NICHOLSON HOUSE, 41 THAMES STREET – This subsequent application is for 22 flats (two flats in the former print room now omitted). The submitted documents include an Internal Daylight Assessment as well as a Transport Statement although the issue concerning access over 3rd party land is not resolved.

2025/1297 LAND WEST OF 1 OATLANDS CLOSE – This latest application follows a total of five similar applications to create a detached family home in the rear garden of the host property which would   be located on OATLANDS AVENUE.  All earlier applications were refused and one dismissed on appeal.  The Society submitted a letter of objection due to the proposed development breaching the established building line in Oatlands Avenue.  Maintaining the established building line is a fundamental requirement of the Design Code.  We also have concerns about the impact on the limited on-street parking.

2025/1715 22 OATLANDS AVENUE – an application to demolish the existing bungalow and replace it with two detached two-storey buildings to create 3 duplex maisonettes and 3 flats on a wide but shallow plot which abuts the railway line to the rear.  We submitted a letter of objection due to the proposal being out of character with the area as well as the insufficient parking provision.  We accept that there is scope to redevelop this plot and would welcome an application for detached or semi-detached homes more in keeping with the neighbouring properties.

FOR INFORMATION – particulars of significant nearby developments which may be of interest.

HERSHAM PLACE TECHNOLOGY PARK 2025/0709, 2025/0712, 2025/0713 and 2025/0711 – These Prior Approval applications to retain the commercial buildings (formerly Air Products) and convert them into 173 residential dwellings received consent.

2025/1603 HERSHAM PLACE TECHNOLOGY PARK – Elmbridge determined that an Environmental Impact Assessment was not required to demolish the existing buildings and replace them with up to 300 new dwellings comprising 110 houses and 190 flats.  We assume that a full planning application will be submitted in due course.
